What do you mean "hours fluctuate"? This is a government office and should have standard hours! I hope your pay checks fluctuate consistent with the hours you are actually open!

Horrible customer service

These are the laziest people I have ever encountered in my life !!!! Don't trust them to mail your taxes off for you... They let mine sit on a desk for two weeks before sending it out. Take it with you and give it to a mailman !!!!!!
